Some are, some aren't. For the North American market, the standard reference is Scott's Standard Postage Stamp Catalogue. A copy may be available in your local library. Look for the German Democratic Republic in Volume 3. The catalogue values are for stamps in very fine condition (For details about condition refer to the the introductory pages of any volume.) Typically I would pay from 20% to 50% for run-of-the-mill stamps, somewhat more (up to 75% for better values) The high-valued stamps, mint never hinged may sell at a premium.
