From what I can tell, this is just another brand of "PlayDoh " which is an air-dry clay. Compared to other brands of air-dry clay though, the Play Doh ones may crack if they're dried too quickly so that might also be true for the Cra-z-art Softee brand. I'd just let it air-dry naturally (takes about 24 hrs depending on thickness)... you can make sure it's not in a humid or cold area while it's drying though to keep the drying from taking extra long. (If you want your sister to have better quality air-dry clay, go with Makins or Hearty if you can find them, or Creative Paperclay. Even Crayola's Air-Dry Clay, Model Magic, and others will be better than purchased Play Doh. Or good air-dry clays can be made at home too... salt dough clay and bread clay are both very good: google.com/ search?hl= en &q= how+ to+ salt+ dough google.com/ search?hl= en &q= how+ to+ bread+ clay And there are other homemade clays using paper products instead of flours/ grains that can be fun too.) Btw, air-dry clays can be painted after drying, or they can have colorants mixed into them before shaping to give them color. Air-dry clays do have to be sealed after drying to prevent later problems from moisture though, so if a permanent paint (like acrylic paint) isn't used to paint all over them with, use a clear polyurethane or something as simple as Elmers GlueAll thinned down about 3 or 4 to 1 with water.
